Reorientation of S&T development has to be a part of the scenario. Research activities should be directed towards fulfilling demands of domestic users, especially manufacturing industries, creative industries, agriculture and marine-based processing industries, and needs of small-scale farmers and fishermen.     In developing the National Innovation System, would you please kindly provide me with further explanation on the role of the ‘balitbangda’? IMHO, instead of developing a ‘new’ research-related institution, wouldn’t it be more effective if the universities and existing research centers in every province are empowered to be directly involved in this particular system? The institution with the best resources may be the focal point in that province.

    As I discuss intensely with the research communities in the Netherlands and Germany, I envy them for being very independent, for being able to work closely with both the industries and the government. No rules or regulations from a so-called regional or district government. They are too ‘powerful’ to be ruled or ‘managed’ by regional government…:-)

      I think that this is not the issue of central or local government. It is the issue of clear description of responsibility between ‘Balitbangda’ and local universities and other R&D institutions at that region, yet they need to be closely collaborate. Efforts to intesify communication and interaction between Balitbangda (as representative of local government in technology sector) and local universities+other R&D institutrions (as technology developers, who do the researches) are backbone for establishing Local/Regional Innovation System (known as SIDa, Sistem Inovasi Daerah). Balibangda -in my opinion- should focus on their expected role in facilitating, mediating, making conducive policies for such SIDa to develop …

      In a SIDa (or SINas), equal partnership is the key, not competition for ‘power’. Therefore, there is no major player and ‘side-kick’ scenario …

    Kalau baca tulisan ini, saya melihat tiga subsistem menarik: innovation assessment and development, innovation management and innovation communication. Di tulisan SIN Bapak, ada bagian yang menjelaskan “innovation communication”?. Terima kasih sebelumnya.

    “Presence of the three actors are essential, but NIS is established only if there are continuous flow of information on technology demands from users received by technology developers and continuous delivery of relevant and affordable technologies from developers to users.     Pernyataan di atas kemudian diikuti dengan skema SIN.
    Bukankah sudah jelas disitu saya menyebutkan bahwa pentingnya komunikasi antara pengembang dan pengguna teknologi?

    Tiga subsistem yang ibu pelajari itu TIDAK cukup, karena itu yang menyebabkan sedikit hasil riset yang digunakan, termasuk di negara EU (!), karena melupakan kapasitas adopsi (calon) pengguna potensialnya ….

    Fakta: teknologi EU maju, tapi bagaimana ekonomi mereka saat ini? šŸ˜›

    Sepakat Pak, kesiapan ‘publik’ utk menerima dan mengadopsi teknologi/inovasi/temuan ilmiah memang perlu digarap.

    Jadi Pak, dalam SNI itu, peran setiap stakeholdernya dimana? Misalnya, siapa sih yg boleh melakukan ‘komunikasi’ dari hasil riset ke publik? Jika inovasi itu tdk menimbulkan efek psikologis, tentu siapa saja boleh komunikasi/publikasikan. Persoalannya, jika para peneliti tidak cukup sensitif, maka terjadilah kepanikan publik yg tidak perlu seperti kasus sakazaki itu. Apakah peneliti/inventor kita sudah cukup ‘matang’ utk ini Pak?

    Btw, saya tidak menyatakan yurep lebih canggih lho Pak…banyak hal yang saya ‘challange’ juga di sini….shg saya masuk di katergori ‘challanging participants’ hehehe…..(di dinding FB saya jelas terpampang ttg ini…:)

    Hahahaha….semoga urusan sakazaki tidak berulang di negeri ini….cara pikir saya agak ‘industri’ Pak dan cukup ‘hhhggrrggghhh’ dengan peneliti yang suka2 publikasi sakazaki itu hehehe….Ini barusan ‘nyemprot’ temen yang suka2 juga bilang produk A, B itu tidak halal cuman dari tebak ingridients dan ybs melabeli diri sbg orang pangan…..halaaah…..
